John  is  a  Chartered  Town  Planner  with  over  35  years  experience  in  local  government  at  city,  county and  district  level.  John  is  the  Publicity  Officer,  official  Spokesperson  and  Communications  Manager for  the  Planning  Officers  Society.  He  is  also  a  Trustee  of  the  Planning  Officers  Society  registered charity.

POS  Enterprises  Ltd –  Coordinator  for  liaison  with/advice  to  the  Local  Government  Association; member  of  CLG  Steering  Group  on  preparation  of  Strategic  Housing  Land  Availability  Assessments; advised  CLG  on  back  garden  development  issues;  assisted  preparation  of  “Planning  Policies  for Sustainable  Building ‐ Guidance  for  LDFs”  for  LGA,  PAS,  POS  Oct  2006;  and  in  2009‐11  was  project manager  delivering  two  Responding  to  Climate  Change  Supported  Learning  Groups,  at  national  level with eleven authorities and in the North West with sixteen authorities.

John is the Managing Director of John Silvester Associates Ltd established in 2004 to provide a range
of services to local government by  experienced and skilled professional practitioners. The aim of JSA is  to  help  deliver  excellence.  From  1993  to  2004  John  was  Director  of  Planning  &  Community Services  at  Surrey  Heath  Borough  Council.  John  was  also  the  national  President  of  the  Planning Officers  Society  for  2002/03.  John  has  an  extensive  network  of  contacts  in  government,  within  local planning  authorities  and  in  non‐governmental  organisations.  John  has  lectured  extensively  in  this country and abroad. He is also a member of the RTPI International Panel.
